Cabinet Office is working office of
the Government
Article 18.1 of the Law on Government states
that "The Cabinet Office is the working office of the Government”,"Cabinet
Office shall be headed by a Cabinet member,” and "Chief of the Cabinet
Office shall report to the Prime Minister”. Furthermore, Article 33 of
the Law specified functions of the Cabinet Office, including: (1) development
and implementation of Government decisions, (2) coordination of central and
local government authorities, (3) government human resource management, (4)
and management of common services.
Cabinet Office is supporting body for
leadership functions of the Prime Minister and the Cabinet
According to Parliament Resolution No. 38,
1996, the Cabinet Office is a body that supports leadership functions of the
Prime Minister and the Cabinet. It provides supports to the Prime Minister and
the Cabinet in exercising their overall functions of nationwide leadership and
strategic management guidance, by:
• Setting policy priorities,
• Coordinating policy implementation,
• Reporting,
• Managing human resources,
• Executing operational management of the Government.
In supporting leadership functions of the
Prime Minister and the Cabinet, the Cabinet Office is also responsible for:
• Coordination and management of public administration organizations,
• Initiate innovation and dessiminate it,
• Supports to all public administration organizations through its continuous
and highly professional operations.
Cabinet Office is a primary functional
organization of the Government
According to Article 38 of the Law on Government,
Cabinet Office is a primary functional organization of the Government. In implementing
its primary functions of integrated policy management and strategic planning,"it
provides operational supports the line ministries with national development
plans; macro economic analysis; financial, human resource and executive management
guidelines. Here the functions of the Cabinet Office include:
• Providing strategic planning and policy guidelines,
• Developing and coordinating government programs,
• Monitoring and evaluation functions.
Cabinet Office is the Administrative
advisor to the Government
Cabinet Office is the Administrative advisor
to the Government. Like other primary functional organs of the Government, it
focuses on ensuring Government strategic management and planning; coordination
of Government activities; balancing and interrelations of policies and budget
resources, from broader Government perspectives and prudent and rational management
viewpoints.
As the Government Administrative Advisor, the
Cabinet Office strategically focuses its activities on implementing the Government
Priorities, Government Action Plans and other objectives as well as providing
full supports and advices for the Prime Minister and the Cabinet.
